Election Results

Graphical election results may be viewed for federal, state and local elections. This site includes statistics, dynamic mapping of selected results, printing capabilities, RSS and export to CSV functionality. CSV functionality is not available on election night until 11 P.M. Results from prior elections may not available on the graphical site on election night. These results are available election night on the text-based election results site. You must navigate the site within the screen and not with browser navigation buttons. A download is required. If a problem occurs on election night, please use the text-based election results site.

Text-based election results may be viewed as well. Visitors must click the refresh button to get the latest results on election night.

Mobile election results are also available for visitors to our main website who are using a smartphone, tablet or other device. File names have been standardized for easy reference and sorting, and include the year; month and day; parish or state.  Statistical reports prior to 2007 also have active, inactive, or combined active and inactive files.

Early Voting Statistics

Cumulative early voting statistics are published one business day after each day of the early voting period (for example, statistics for Saturday are posted the following Monday). Final statistics are published four business days after an election.

The total number of votes is listed under the VOTES column on the far left. The second VOTES column breaks down the number of in person and mail voters. In person is represented as INP and OTHER includes the number of voters casting mail or fax ballots.

The HCP header lists those persons requesting assistance in voting (represented by column labeled H - handicapped and I - illiterate).

Civilian and Military represents then number of voters exercising their rights to vote under UOCAVA - Uniformed and Overseas Citizens Absentee Voting Act. The IN column represents voters residing in the USA and OUT represents voters residing outside of the country.

About Text Files

If you'd like to print out some or all of the data, use these helpful pointers. The data sheets are wide and will generally not fit on a single page when printing in portrait mode. This can double the number of pages required to print the data. To fix this, when the print dialog box pops up, click on properties and set the orientation to landscape and set to use legal size paper.

If you would like to print only a portion of the statistical information (for example, the statistics for one parish only), you can do so through your browser's print capability. For example, to locate, select and print only one parish's information (using Internet Explorer):

  • choose find under edit and enter the parish you wish to locate, then select find next;
  • click at the beginning of the section and drag the cursor to the end of the section;
  • verify that all of the area in between is highlighted; and
  • choose selection under print range, then press OK (only the highlighted portion will print).

About ZIP Files

Many of these raw text and Excel data files are very large and take a long time to download. To reduce download time, the files have been compressed in the zip format. Once you download a file, you will need to unzip it (extract the data) using a zip file utility such as WinZip or 7zip. Please note that we do not provide technical support for these zip file utilities.

Text Format ZIP Files

Once you have unzipped a text format file, you can open and print the data with most any word processing or text editing program. Use a non-proportional spaced font such as Courier. To sort, filter or manipulate the data, you will need to use a standard, database-aware software package. These types of programs are readily available and a few of the more common ones are Microsoft's Access or Excel, FoxPro, Borland's Paradox, and Lotus 123.

When you select and click on a zip file in the folders below, a dialog box should ask you if you want to open the file or save it to disk. Select save it to disk and remember where you save the file so you can find it later.

How are Candidates Elected?

All candidates in Louisiana are elected by majority vote. A majority vote is more than 50% of the total votes cast for that office. When one candidate is to be elected, a candidate who receives a majority of the votes cast for an office in a primary election is elected. If no candidate receives a majority, the top two candidates who receive the most votes advance to the general election.

If a candidate gets more votes than all of the other candidate votes added together, then the candidate received a majority and is elected.

Example: the number of  votes for the candidate with the most votes is greater than the total number of votes for all other candidates combined

3,617 votes for candidate A is greater than total of all votes combined for candidate B (892) + candidate C (996) + candidate D (747) = 2,635

If there are two (2) or more offices of the same character to be filled, the number of votes necessary to constitute a majority shall be the greater result obtained by:

  • dividing the total votes cast for all of the candidates by the number of offices to be filled; and
  • dividing the result so obtained by two.

Example: the total votes cast divided by the number of offices = result, then the result is divided by 2 = the number of votes needed for majority

1040 total votes cast divided by 3 offices to be filled = 346.6
346.6 divided by 2 = 173.3
Need 174 votes to win for each of the 3 offices

Any votes received by a withdrawn candidate or a deceased candidate shall be void and not counted for any purpose whatsoever.

If the number of candidates who qualify for an office does not exceed the number of persons to be elected at the close of qualifying, or those remaining after the withdrawal of candidates before the election does not exceed the number of persons to be elected, they are declared elected as unopposed candidates and their name shall not appear on the ballot.

If the number of candidates receiving the highest tie vote exceeds the number of persons to be elected, they all advance to the general election.

General Elections 

Candidates who qualify for each office remaining to be filled in a general election are those who received the two highest votes, four highest votes, etc... until the maximum number of candidates for each office is reached, except in the case of a tie vote.

The candidate who receives the most votes cast for an office in a general election is elected. If two or more offices are to be filled, those candidates receiving the highest total of votes are elected to the number of offices to be filled.

If there is a tie vote among more candidates than offices to be filled, all candidates who received the highest number of tie votes advance to another election to be held at the 3rd Saturday after the promulgation of the election results.

Certification Of Candidates

Elected candidates in a regularly scheduled election are certified by the secretary of state within 30 days of the general election.

Elected candidates in a special election due to a vacancy of an unexpired term are certified by the secretary of state promptly. For more information on oaths of office visit the Commissions Division.

Learn About Redistricting

re·ap·por·tion·ment - redistribution of representation in a legislative body, especially the periodic reallotment of U.S. congressional seats according to changes in the census figures as required by the Constitution

Reapportionment applies to any "local governing authority, including but not limited to any police jury, city or parish council, or school board which is required under the constitution or laws of this state or of the United States to reapportion its voting districts following each decennial census." LSA-R.S. 18:1921.

Louisiana law (LSA-R.S. 33:1411) provides a mandatory six month timeframe after the official release of the census for all parish governing authorities which provide for the election of its members from wards, districts, or other subdivisions to examine the apportionment plan of its body to determine if there exists any substantial variation in the representation of the election districts and then adopt an ordinance by a majority of its members to either (1) declare its apportionment to be equitable and continue its existing apportionment plan or (2) provide for a new apportionment plan. The law further provides that the boundaries of any election district for a new apportionment plan shall contain whole election precincts established by the parish governing authority under R.S. 18:532 or 532.1 (R.S. 33:1411(C)), unless certain exceptions apply. Additionally, municipalities who are elected by districts, school boards, and city councils shall each examine their respective voting districts under their current apportionment plan to determine whether or not there is a substantial variation. At that time, they will adopt an ordinance either confirming their voting districts are equitable or providing a new plan.

If it is determined that a new plan is needed, the governing body will then meet to discuss possible changes to the voting districts. At this time, some do elect to bring in outside demographers to assist with creating the plan.

When Redistricting Occurs

"Unless a different period of time is specified by the constitution or by statute, the governing authority of each local governing body shall reapportion its voting districts by the end of the year following the year in which the population of this state is reported to the president of the United States for each decennial census." LSA-R.S. 18:1922(B)

R.S. 18:1922 and 1923 provide that failure to meet the time for reapportionment by local governing bodies is misfeasance in office and may subject the governing authority to a loss of state revenue sharing funds.

Implementation of Reapportionment Plans by the Secretary of State's Office

The Secretary of State is responsible for establishing a state voter registration computer system for the registration of voters throughout the state, which contains the election jurisdiction for all offices voted on throughout the state. Redistricting plans are required to be submitted to the Secretary of State's office by certified mail and to also be sent to the Clerk of Court and the Registrar of Voters. In order for an office which is included in a reapportionment or redistricting plan to be included on the ballot for an election, the plan must be received by the Secretary of State no later than 5 pm on the fifth business day prior to the scheduled opening of the qualifying period for the election.

An action objecting to candidacy shall be instituted not later than 4:30 p.m. of the 7th day after the close of qualifications for candidates in the primary election. After the expiration of this time period, no further action shall be commenced objecting to candidacy based on the grounds contained in R.S. 18:492.

The grounds contained in R.S. 18:492 include:

  • the defendant failed to qualify for the primary election in the manner prescribed by law;
  • the defendant failed to qualify for the primary election within the time prescribed by law;
  • the defendant does not meet the qualifications for the office he seeks in the primary election;
  • the defendant is prohibited by law from becoming a candidate for one or more of the offices for which he qualified;
  • the defendant falsely certified on his notice of candidacy that he does not owe any outstanding fines, fees, or penalties pursuant to the Campaign Finance Disclosure Act as provided in R.S. 18:463(A)(2);
  • the defendant falsely certified on his notice of candidacy that he does not owe any outstanding fines, fees, or penalties pursuant to the Code of Governmental Ethics as provided in R.S. 18:463(A)(2); or
  • the defendant falsely certified on his notice of candidacy that for each of the previous five tax years he has filed his federal and state income tax returns, has filed for an extension of time for filing either his federal or state income tax return or both as provided in R.S. 18:463(A)(2), or was not required to file either a federal or state income tax return or both.

Additionally, in accordance with R.S. 18:495, the district attorney shall bring an action objecting to the candidacy of a person he investigates and finds reason to believe is a convicted felon who is prohibited from qualifying pursuant to Article I, Section 10 of the Louisiana Constitution.
